Unfortunately and reluctantly, no.
The only place in Italy that is close to Western habits, livable, with a minimum of organization and where you can hope to find private health care (public is now nonexistent: it takes one to two years for many exams) is northern Italy. With some positive exceptions in Tuscany.
The North-South paradox
The further south you go, the more Latin, open and friendly people are, albeit sometimes "astute" and ready to exploit your weaknesses. The farther north you go, the more people are closed, aloof, "urbane," cold and can give ridiculously undue weight to trifles like your type of jacket or your look.
It is actually impossible to think about living in the South if you are not psychologically prepared for the chaos, disorganization, and lack of government and planning. You MUST live in the north. But that means exposing yourself to an uninclusive social climate.
The exceptions
There are clearly exceptions. People from Padua, Vicenza, Venice are notoriously more open than others in northern Italy, as are the Emilians. But even here it's not easy for a foreigner to fit in. If only because very few speak English and there's no way to survive without speaking Italian. Or there are extraordinary cities, certainly on a European level, like Turin, but you wish you could find a smile in the course of a day. Milan is out of the question if you are not very rich.
The sad reality of aging in Italy
And the older you get, the more Italy crushes you. Our pension institution has been cheated and impoverished for decades by ridiculously unfair laws. Healthcare is collapsing. Bureaucracy is impossible and chaotic. The job market in certain fields excludes you after age 50. Taxes are beyond common sense.
Italy is beautiful, a work of art. I love my country. I have all my loved ones here and have been blessed with a good career. But let's be honest: in any other Western nation I would have had an infinitely easier life.
Italy tries hard to make you feel or become lonely. You have to fend for yourself to survive. Stay away from Italy. Come for tourism, so you get only the best.
